Unpredictable.

The current 30% off per person is actually better than the BOGO 50% off second guest. If each guest is $1000.. using BOGO the total for two guests is $1500. With 30% off each guest. Each guest will cost $700 for a total if $1400. $100 less than the BOGO offer. No reason to wait

You have to look at the balcony discount in this situation.

Since the balcony discount is totally applied to Guest 1, if there is a discount on Guest 1 (which there would be if there's 30% off both guests), then the balcony discount gets reduced.

So the 50% discount on Guest 2 might come out better if the cruise is long enough and the fare is low enough such that the higher balcony discount would be better than 10% off Guest 1.
