You will find him on the Quest. Ryzard is the "floater" spending equal amounts of his time between the 2 ships.

Search for "officers schedule" on the Azamara web site and you'll see when Philip will be on Quest.

According to the Senior Officer schedule : https://www.azamaraclubcruises.com/int/life-onboard/crew/senior-officer-schedule , Philip is on Quest until November 18th. He's then on Vacation until January 15th 2016, when he returns to Quest.
