Realistic time off the boat

10:30 or 11 if the ship is docked. If you have a tender port might be as late as noon or so. This assumes the ship is on time and no difficulties with the local authorities. If you are planning a private tour, they will be aware of when the hip is cleared to look for you

All guests need to be back 30 minutes before and I would pad that time for things that could go wrong including traffic congestion and a vehicle breakdown.

 

What time you are off the ship varies by area. Caribbean probably by 10:15. Europe around 10:30. China by Noon.

If we arrive at a port at 10 AM and depart at 4:00 PM, what time can I plan on being off the boat (to schedule excursion) and what time should be plan on being back on the boat?

I'd allow at least 30 minutes after arrival, unless it's a tender port, in which case I'd add 30-60 minutes more.
