It depends. I've gotten them back as quickly as 2 weeks and I've also waited as long as 6 weeks. I suspect that it's due to a combination of a couple of things including available work force available (e.g. people on vacation or out sick) and the number of people on various cruises who have refundable amounts due to them. One thing to be aware of is the envelope that the check comes in. Some believe that it comes in one that looks like junk mail. I'm attaching a PDF of one that I received so you'll know what they look like.

4-5 weeks seems to be normal for me to receive mine.

We got ours in about 2 to 3 weeks and as was posted earlier the envelope it comes in does indeed look like junk mail, so carefully check your mail until you receive it.

Allow 4-6 weeks.

One of the times for us was 8 weeks.

Ours was closer to 8 weeks twice. When I finally called it was being processed and was sent the following week.

10-14 days.

We were on a 10 day Royal Princess cruise last February. Got the refundable OBC check in the mail 3 weeks after return. Just got off the Celebrity Equinox last Sunday. Was very surprised when I checked my credit card account on Tuesday (2 days after return) and saw the refundable OBC applied to my account. Just wish Princess had a ship in the Caribbean during the summer.
