Yes, adapters only let you use a device that can use either 120 volts OR 240 volts. Cell phone chargers are great uses of an adapter. A converter is needed if you can only use 120 volts. It takes the 240 volts and converts it into 120 volts.

I would send an email to rcldining@rccl.com and mention your ship, sailing date, and booking numbers and request to have your brother moved with you to late dining. I did exactly this just last week. They responded by the next day and changed the times to match!
