It’s a while since I’ve been to Bilbao, but Spain is normally fairly disabled friendly and if your scooter breaks down like mine does, it will fit in the boot of normal taxis. Museums offer free entrance for your companion and are usually disabled friendly.

 

The casco viejo, old part is pedestrianised and has some nice Art Deco buildings, including a couple of bars. Spanish buses are normally fitted with a ramp, so are accessible.
