Best place to rent a car that is close to the Baltimore cruise terminal?

Are you asking about a one-way rental? If so, proximity to the port wouldn’t be my main concern. All rental cars are at the airport and that isn’t that far away.

If you Google Enterprise, Hertz or Avid Baltimore you will see they have offices in downtown Inner Harbor area close to the cruise port.

The airport is not far away, and there is a rental car terminal with most of the brands.

Some have rental offices at hotels in the Inner Harbor.

Either way, you will need to take a taxi or Lyft to the rental car place.

And I have found that many times, it is much cheaper to rent from the closest airport. Cheaper enough, that I have sometimes gone back to to the airport to get a rental car.
