I always walk from the ship so I don’t understand why not having vehicles makes a difference.

 

Cruise ship passengers aren't the only customers of the mall. Local residents who reside in the West End shop there too, and the mall is open year-round, even when there are no ships in port. They depend on business from local residents during the off season. Note the comment "It’s ridiculous. Are they going to give us free rent for the whole winter?"

 

One of the complaints the merchants have is that the change has taken away parking spaces, which of course makes it more difficult for local residents who are driving to the mall to shop there.

 

Looking at the picture of the barriers that were put in place the set up might make some people think there's no access to the mall...as if it were closed.
