In my opinion it is definitely walkable for a reasonably fit person on a nice day stop in Victoria, probably 25 minutes' walk. If desired, a cab would be no more than maybe $6.00 one way. Google map below - your cruise ship docks at Ogden Point and I pin-pointed the restaurant. If you are walking, I would go along Dallas Road to Oswego, and then all the way down to Belleville Street. This will bring you out at the Parliament Buildings.

Some notes on your restaurant of choice: it is delicious. The chowder is to die for and definitely worthy of a bowl each or to share. I had a cod tacone which was fabulous. The day we were there last summer, the line-up was 45 minutes long, so if you are going in summer do be prepared to wait. There is limited seating and it is very crowded. However, since it is part of your day in Victoria, I think you'll enjoy walking around and making this one of your stops.
