arriving Vancouver on a cruise leaving on a plane with just a green card?

You cannot board a flight to the US (or Canada) without a passport, unless you hold a NEXUS card and are flying on an airline willing to accept it (not all do even though both US & Canadian governments are good with it). Since you say 'just a green card' I'm guessing that this person does not also have NEXUS.

 

I'm also pretty sure that a PRC citizen visiting Canada needs their passport for entry, even if they are US green card holders and thus do not need a Canadian Visa.

 

The only thing that they DON"T need to arrange is an eTA - since they'd only be flying out of, not into, Canada if they're arriving by ship!

 

Renew the passport - to be blunt, it's extraordinarily foolish to be living in a foreign country without ensuring that your passport is up-to-date. They're going to have trouble going anywhere at all without a passport - when checking in for a one-way cruise to Canada, even on a mainstream line without a passport requirement for all cruises, I would expect them to be refused boarding right off the bat...
