There has been a lot complaints and confusion regarding HAL's nonrefundable fares. It has been my experience that HAL offers both refundable and non-refundable fares for the same cruise and class of cabin (perhaps not for the Neptune Suites but definitely for the smaller non-Neptune suites). However it is very important to ask before you are enticed with the smaller non-refundable price.
