What you're saying is true, but many NCL passengers will have a $50 per day shore excursion credit as part of their long-standing "Free at Sea" promotion. If you have that credit you may very well save some money by booking the excursion through the cruise line rather than directly through the tour operator. I actually took the NCL excursion to Horseshoe Bay once rather than the $7 each way shuttle as the credit paid for entire cost of the NCL excursion.
