Which is better to see Sydney .... the Explorer Bus or the Hop On Hop Off?

Probably neither. Sydney is easily explorable by foot and some of the most memorable views are actually from the water. Buy and load an Opal card and use a combination of foot power and public transport to get around

However, the HoHo buses (any) do s good job in taking the hard work our of it. Great for a first time visitor as they give a great overview of the important sights.

Another great and cheap option would be to take one of the buses that run ALL THE WAY to far away Palm Beach for the price of a bus ticket. All the way from Wynyard station in the city for the price of a bus ticket

There isn't any difference.

Explorer when it was government run, but the government sold it off some years back to the company that expanded its hop on hop off bus tour and so they're the same. There isn't an explorer any more, though they keep the name around for people searching on the name.
