Todate, HAL has never stopped at Galveston for any reason.

And I don't see HAL stopping there in the future.

Repo cruises from Seattle occur in the early fall, typically September.

After that, westbound Panama Canal cruises terminate in San Diego, LA and San Francisco. (not Seattle)

Westbound repo cruises (springtime) that include Seattle occur in April and May.
