The Ecolobus is running, I was down at the port yesterday (a 3-ship day :)) and saw a couple. It's ideal for cruise ship passengers, as it starts its route right at the ferry dock, passes docks 22 & 21, and remains the only bus route to directly link that area with Upper Town. You catch it at any regular bus stop along the route.
