Since it was a round trip cruise, all that was needed was one stop in a foreign port. Now you are really blowing smoke.A number of passengers jumped ship and Carnival was not the only cruise line affected. If no passengers are being transported, then there is no violation of the PVSA. The passengers on the Carnival ship "jumped" ship in Long Beach, thus completing the closed loop cruise. Read the review that was previously posted. To plan to commit a crime is a conspiracy, which is a felony. What cargo was being transported? Bribing a government official is a crime, which is what you are suggesting be done.
