The pier in Cabo is very short and right at the end there's a big store, many smaller stores in a mall area, the mercado (flea market kind of place), so right on the pier, no, but the shops are closer than the length of some piers in other places. And keep in mind, Cabo is a tender port.

There are but that is where the prices are the highest especially on the days when a ship is in. Cabo is very small and very walkable. The prices go down for the exact same merchandise for every few shops that you get away from the marina area. Walk into town and few blocks to see more of the city and experience the best and the best priced stores, restaurants and bars.
