After the first one is cleaned/filled, they will open it and clean/refill the next one. This is generally the norm. Of course there are exceptions under certain circumstances. We departed Aruba late that evening, and my wife and I forgot to turn the AC on. At about 3 AM I decided it was time for a swim, but I wasn't alone. Good to know :) Had a surprise my first time on a cruise on Navigator OTS and had water splash in my mouth from a kid doing what kids do.
