As they get close to sailing, they will either a) Raise rates. or b) Run a sale. They do what they need to do. Forget all about the extra cabin, etc. If they are limited in capacity, they will get as much money as possible for those past few passengers. How many come here complaining about a sale price being low? How about if it is high? You book. You agree. You move on.
