EU Law Changes to Rights of the Disabled

A moderator posted an article on the UK Cruising Forum a pertaining to the new EU( European Union) Law Changes for Disabled Cruisers .Perplexed why this was posted only the UK Cruising Forum and not also on the Disabled Forum as there are 26 other countries that are part of the EU.
