In this case I would think everyone needs to be on board no later then 7 PM. They have to account for all passengers on board before they get clearance from the harbor master to sail. When sailing from San Juan, the Jewel will depart at 8:30 no matter the month. As long as debarkation from the previous cruise went off without a glitch and after a zero count has been recorded, embarkation for your cruise should begin around 11:30.
