Using the "Gangway" button on Oasis elevator

Is there a reason why passengers can't take the elevator to Deck 2 to exit the ship at ports instead of to the "Gangway" on Deck 3? I've wondered why the "Gangway" deck is on Deck 3 and not Deck 2. Maybe it's for crowd control though I would think the escalator from Deck 3 to Deck 2 would be pretty crowded.

 

Also, is there a towel station before exiting the ship to take to the beach or do we have to get them from the pool deck?

There were no crowds for us on the allure. Escalator went very smooth. Towels are still located poolside though.

I think that it may be an issue of access. On the Allure/ Oasis, Deck 2 is not a passenger deck.
