Hello, i have someone in our party who wants to go fishing but not on a boat. He's looking for a place like a pier or a beach where its allowed. Also any license or laws he needs to follow!

I'm not sure, but I think I've read that they do bone fising in Cozumel. Try a web search for that. You stand in shallow water (flats)and fish from there.

 

I just did a quick google search for Cozumel Bone Fishing and got a lot of options and information.
