Docking ?

We are going on the Celebration that docks in Key West for a day. A friend that recently took a Carnival cruise that stoped in Key West docked at the Navy Base. Canival then announced to everyone that they couldn't get off the ship unless they booked a tour with Carnival. WHAT?? Has anybody had this happen? Any info would help.

The ships usually let those who have excursions booked off first. Maybe they misunderstood the announcement? We too docked at the Navy Pier last year & had no problems getting off. I was on the Fascination at the time.
