There may not be an official radio officer but I would bet you dollars to donuts that there is an officer (under the Captain) who has the overall responsibility for maintaining radio communications. He or she may not be a Bridge Officer and may be an Engineering Officer or an Electro-Technical Officer. I know Princess has these as they show their special insignia on the TV.

 

This might be hard to see, but I snapped this picture last week during a presentation by the 2nd Officer on Grand Princess when he was talking about ships navigation, etc. His PowerPoint presentation was very interesting. You can see the larger version at this link.

Anyway, this shows that there is a Comms Assistant and an Audio Visual Operator.

Had to read this post after seeing the amateur radio header. My dad was a Ham operator for years. We had a 240 ft. self supporting tower in our back yard. I believe it was a Blaw-Knox on porcelain Lap insulators. (serious amateur radio operator) Good luck.
