1/2 by Cab or casual guide in BA

I want to take a cab around 1 pm from my cruise ship and go to the Once (Jewish area), to El Condito Street and perhaps to the San Telmo market. If there is time, since it will be a Sunday, I would like to stop at the San Telmo Market...Is this practical..I would have the cab wait for us at each place. ...Need to be back to ship by 5:30...Any ideas...??? Also, I believe that the Sunday we are there is Epiphany so is the San Telmo market open? Is anything open?
