It has been my experience that the actual boarding is only for upper tier C&A members. After general boarding starts, there's no priority boarding, you board as soon as you check-in. Before general boarding starts, you would have to wait after check-in. Then when they start to let people on the ship, they let suite guests on first, then others by C&A level.
