If you have a Grand Suite or better, or are Pinnacle level, you can request them to be sent via Royal's website. If you pay $35 for paper documents, they will be included. You can also download the luggage tag image from Royal's website and use that staple around your bag handle. That download is usually ready at 49 days before the cruise.
