The only pier I know which has stores is the Carnival pier and they have several shops that sell quite a few things. Whatever you buy, it would need to be in an unopened package. With regards to drink, only two bottles of wine per stateroom, they seem to cut slack with carry on water but technically that is not allowed. The second question is what can you take on board? The store at the terminal that Royal normally uses has wine, liquor, soda, and bottled water. Don't recall if it had any food.
