In fact on a recent freedom cruise out of port Canaveral they were confiscating soda and water. In most cases a reasonable amount (case or less) will be allowed on board with one of the big exceptions being spring break cruises. Time will only tell. Safe journeys This really isn't a change - policy has been this way for years - it's like many things, enforcement is hit and miss.
