Where abouts are you dropped off with the tenders is it near to where the taxis etc used to be? Had the same problem. We had to wait for about 20 minutes at the taxi area until another group asked to go & the numbers made it worthwhile for the driver. No ships are able to come alongside currently with the pier developments. The tenders arrive close to the old berths - that bit has clearly been done and is all new. There is a bit of a walk though through walkways separated off from the construction until you get to the car/bus park area. We went to Cane Garden independently - had to get tender tickets and gathered in Meridian from where we were called in groups. Excursions got priority of course but we were off the ship before 9am. They used local fast ferry services in addition to their own tenders - these took considerably more passengers. One key factor is how many other ships are in Tortola with you. We were lucky and Azura was the only ship in the day we were there so there were no other ships' passengers competing for taxis/transfers or beach loungers. They claim it will all be finished later this year - probably for the 2015/16 cruise season - but there looks to be a lot to be done yet! They have now built a small terminal and on the shore side a number of shops. We were there in Jan/Feb 16 and most of the building work had been done.
