Beverage package question

So I know the UBP offered as a perk covers the first 2 passengers in a cabin. What if there are more. Do they need to Purchase beverage package? Remember if anyone bought the UBP everyone in the cabin HAD to purchase it.

This rule doesn't apply for the promotional offering. Sailing with my mom (on a casino certificate) and husband. Mom doesn't drink, but because she is the first passenger on the reservation, the package isn't transferable to my husband. So we will likely have to buy a package for him as we won't be with her all the time to have her get the drinks. We are hoping we can convince them the transfer it to him once we board.

The promo covers the first two (adults) in a cabin. For our cruise I added the 3 meal package for daughter and the soda package for her at the 90 day mark. From my understanding, you pick the person to attach to the package...seperately.
