When you look at your cruise details, at the bottom is a list of what you have ordered. To the left of the ordered items is a button that you can remove your order. Remove the bottomless bubbles, then order the Cheers package. Should be no problem and you won't lose any money.

RWolver672 is completely correct, that if you have ordered the Bottomless Bubbles before hand you need to cancel it now to avoid losing any money. It will take 10-21 banking days for the refund to show back to your online method of payment, so you will be out of pocket temporarily for the purchase amount. Fine if you used a credit or debit card, a bit problematic if purchased using gift cards as PortSide retailers will need to contact Carnival Corp to reissue a new card or e-certificate, which is doubtful if it will be issued before you leave.

If you wait till on board they may allow you to cancel your Bubbles order, but it will involve getting an officer to handle the transaction. Most likely the assistant beverage or restaurant manager will in conjunction with a guest services clerk will issue OBC that you can make the Cheers purchase if you do immediately upon boarding. Additionally once you board the price of Cheers increases by $5 per person per day and if you decide to wait till later they may not allow a refund at all since once used neither program can be cancelled.

Bottomless Bubbles can be purchased by anyone in the cabin, not everyone in the cabin needs to buy it.

Everyone in the cabin over 21 has to buy Cheers. It's an everyone or no one proposition.
