A Personal VPN (that uses openVPN) usually negotiates "after" the WiFi connection is made from your device and is unseen by the WiFi provider. So, it very possibly falls outside of the Carnival PPTP and IPSec limitations. There is no "password" You will go to the webpage, they will ask your folio number and birthdate and you will be logged onto the internet. How secure? Thanks i haven't seen reports of pre-purchase being cheaper than buying it when you board board but either way, you get a price break if you buy it for the whole cruise as opposed to the daily rate. Every package has a daily rate so you can buy a day or two at a time but if you paid the daily rate every day you would spend more than if you just buy the package for the whole cruise.
