It started with the Royal Princess and her siblings and is a lounge with concierge present some times for full suite guests only. So it really is not an "elite" lounge. The amenities list is referring to the Platinum/Elite/Suite happy hour each night. Note the mention of the 'complimentary hors d'oevures'. It is held between 5 and 7 each evening (except the night of the Captain's Circle party). More than half the ship will qualify and on some cruises maybe 70%. There is a nice layout of snacks, but a limited number of $6.50 drinks. Other drinks are at the regular price. It is held in Sktywalker's or sometimes Club Fusion. Never saw it in Explorer's. You will receive a card in your cabin. You can get regular drinks, plus a jar of bar nuts or a strip of olives at Crooner's. a much less crowded location, or you can go to Vines for wine and some tapa's or sushi. Also nicer.
