It would depend on whether the designated smoking areas in the public areas were sufficiently accommodating. If there are too few designated areas or no covered outdoor areas with chair seating, then YES since a balcony offers both cover & chairs. Otherwise, I would see no reason to book a "smoking" cabin. BTW, there is a code of conduct that is in the passenger cruise contract and I don't think screaming kids having fun falls into that, but yelling obscenities probably does. I think it depends on how the designated smoking areas have been interpreted on each ship since the policy/non-policy is different depending on the ship. I would definitely book a “smoking” balcony room on the Bliss or Escape but would find that completely unnecessary on the Breakaway or Getaway.
