I actually don't know the answer to your first question, but as to the second question, it depends on the sailing. When a ship is at or near capacity, it is usually removed from the web site. I sailed on the Gem in June and it didn't sell out so they were still allowing booking through the website right up until the day before our sailing. Even if it was a 3rd/4th guest free perk, you should be able to select it and drop one of the original perks. And if you're paying for the extra person, more revenue for NCL so I would think that would be allowed as well. The above is dependent on lifeboat capacity, of course. Only way to be sure is to call though. Regarding your second question, you can book up until about midnight the night before departure if there is still capacity. The ability assumes that there is space in that area of the ship. They will pay the usually price for the 3rd - 8th passenger, but that is usually the same throughout the ship. With the upgrade to a suite or better only the first two guests of record receive the benefits others still have the use of the butler concierge and in cabin benefits but need to purchase the UBP SDP pay the gratuities etc. ??? A top of the tier example would be the Garden cabins on the DAWN or STAR where the occupancy limit is 7. An upgrade from a balcony mini-suite occupancy 2 (max 4) would still leave room for 5 more and the Garden stateroom has three separate bedrooms. Potentially 3 couples could get together and work a royal upgrade bid for this stateroom - or a family would have more than enough room to spread out than with a smaller cabin. Now comparing Oranges to Apples and Apricots to Bananas the per person price is around 10k based on the double occupancy (20k for the whole cabin) where as the junior cabins is around 2k (4k for the whole cabin) - a substantial difference in the upgrading - but if your bid is selected as a winner WOW viva la difference ! Probably not quite all that simple but a glimpse of the way a bid could be made with hidden accommodations for two more couples.
