That being said, each cruise has a different demand for the two types of dining. So, overflow from one dining room can be put in the other. There is no absolute which floor you might eat on.

Informationally, our fixed seating on the Koningsdam was on the lower deck.  It looked to be a mix on both decks.

Our key cards on the K said we could choose either deck for Open seating. We chose upper.
