Two cruise lines (ships) berthed at the terminal - hopefully that they don't depart at the same time. Yes it will be a congested nightmare - best left to someone else drive you there. I cannot imagine how bad it will be with construction going on. An option is to walk through the Riverwalk shopping mall. the floors are all "marble" so wheeling your luggage is easy and the terminal is right at the end.
