Sorry, we just had an experience in Panama in which you could only get off the ship on a cruise line tour and I'd want to warn her if that is the case for Cuba. Thanks so much. riffatsea Posted January 8, 2019 #4 Share Posted January 8, 2019 You may have been at a tender port where you needed a small boat to get to shore in Pamana and the ship was not docked where you could just walk off. That is a different situation. The cruise lines canNOT force you to only take their tours when you could just walk off the ship and meet any tour guide you please!! powell Posted January 10, 2019 #5 Share Posted January 10, 2019 Just back from a cruise to Cuba and had 3 different cities. We only booked private tours in all 3 of them and never had a problem!
