Yes, onboard.  They'll have several tables set up around the ship offering or you can purchase it from your waiter at dinner on the first night.

We generally like to have wine with dinner, so the "Cruise the Vineyards" is a great option for us. You can buy multiples, so if you are on an 8 Day, can purchase 1 x 3 and 1 x 5 ...

if that gives you any idea. The wine package looks like a good deal if you can drink that much during a cruise.   

 

As a rough guide, for my local grocery store prices here in Florida, the wine bottle prices on board are about 3 times normal retail - a bit more than some land-based restaurants, but in line with others.  e.g. that Layer Cake is ~$13 locally.

 

We get Cheers! partly because at the rate we use it the per-drink price is below what Cruise-the-vineyards would offer, and because we also exercise it well at Alchemy, where we'd have to pay a la carte prices if no Cheers.

 

But if we drank less (ha!  Who am I kidding?) then Cruise-the-vineyards would be the way we'd go.

You can take it with you or leave it for the next meal. I believe the bottle offered are available in certain other venues but not everywhere
