You are right. Here in California, any taxes collected must be turned over to the tax agency, even if the tax wasn't due. In other words, only the state can benefit from you getting ripped off. 100% of the monies collected as "sales tax" are turned over to the tax agency. Period. I don't know Florida's laws, but the states I do know, that have a sales tax, all have this kind of rule.
