Bottomless Bubbles- tip charges added??

After we got home from our cruise I noticed on our statement that a lot of times (not everytime) we got a soft drink using Bottomless Bubbles we got a charge of .22-.24. Over a 5-7 day cruise these add up! P.S. It didnt' matter if it was at the bar or the MDR.  Anyone else have this happen?

Ordinarily you pay the gratuities when you buy the package. Was this perchance the local tax collected in US ports? That's the only thing that I can think of.

The "tip" is added to the COST OF THE PACKAGE....no worries...no further tips are expected or required.
