I saw that some states disallow ATMs at certain locations, like casinos.  Cruise ships might be on that list for some states.

For EBT cash withdrawals, there is no accountability for what the money is spent on.

Thanks for the link- shows what I know!!! I thought EBT was another name for a debit card, and was thinking 'why wouldn't the ATM take it?'

 

While I don't know the answer, at least now I understand the question!!!
