Can someone tell me the difference between the $100 and $125 dinner? Besides the cost. 🙂

Can anyone tell me why it says the Horizon Court is "closed for dinner" on the EmeraldP? Isn't Horizon Court = Lido on HAL? Can you eat dinner at the buffet on Emerald?
