The problem, Sail, is many impacted to date never signed up for the Luggage Direct Service.  HAL gave BAGS the information of the entire Ship’s Roster putting at risk the non-participants of this Luggage program.

Sorry, I did not make myself clear  but, my point is, NO One who learns of  this would sign up for it going forward,  Your point references the past, my      point   is  what will happen to this program in the future when word about it gets out?
