Comped room with a third guest on Royal or Celebrity

I'm wondering what everyone's experience has been.  I used to think that they comped the room and let me bring additional guests if I wanted to.  Now it seems they want a lot of money for the third guest who will be a three year old.

 

Maybe they changed it, but in the past I went on a cruise with two friends and we all just paid taxes.

 

Now Im looking at paying thousands for the three year old in my comped room.  Is this normal?

That is only because of the KSF promotion.  I have never had the 3rd person comped.  The rate also depends on how busy that cruise is, it can vary greatly from ship to ship or week to week.

I upgraded from a comped interior for two, to a junior suite. The grandkids were the 3rd and 4th guest. One child is 9 and the baby is 6 months old. I paid about $350 per child as the 3rd and 4th guest. This was on a 3-day Navigator sailing last month.

We always pay something for a 3rd guest on our comped cruises.  It is usually our son (25 yo) but we are often allowed to apply casino comps for the third person when available.  Our cruises cost us less than $1000 including 3 each of: port fees, taxes, pre-paid gratuities and the additional 3rd person charge on a 7 or 8 day cruise.
