I think that popularity or perceived "goodness" drives higher demand for somewhere like Le Bistro (which does have 25 fewer seats than other restaurants (which is curious since it is the same physical size as Cagney's).

It as terrific! They were working in the kitchen when I went up to the lounge to read, I could smell paint or something, they said it would be ready for the new group. 

Walking to Cagney's every day was good for my steps! Food and service were, as always, impeccable.
