Starting December 1 more city being added to the list for the 144 hour transit visa including Xi'an.

The cities of Xi'an, Ningbo, Chengdu and Chongqing will now be accessible via a 144-hour (six-day) transit visa, also known as a G visa, as of December 1, 2019, according to a report from China's state-run news outlet CGTN. This brings the total number of Chinese cities with G visa access to 20.
Xi'an is famous for the Terracotta Warriors, a UNESCO World Heritage site, while Chengdu is the home of two of China's most beloved exports -- pandas and spicy hotpot. Both are also major transit hubs.

Our cruise is docking in Hong Kong. We plan to fly to XiAn for two days in order to see the Terracotta warriors. Fly back to Hong Kong for a few days and return to the US. Can we use this new visa?

I don't think this will work for you.  Although HK is considered another country for visa free travel purposes, you need to go to a third country, like Japan or Korea, immediately after Xian for the visa free to work.

Correct. If you start in Hong Kong then go to Xian, you can't go directly back to Hong Kong to qualify.

Sorry, I have to agree with the others - from HK and back to HK doesn't qualify for this "transit" visa.
