NCL Messenger Package work on phone with no SIM?

Does anyone know if the message/phone portion of the app would work if on a tablet or a phone with no SIM active?  Have an elderly parent joining a group of us and they have no smart phone.  I have old ones laying around we could download the app via wifi and she could use so we can stay in touch on the ship.  Called NCL and the rep said it wouldn't work (but didn't sound too sure).  Seems like it should to me as its not using any of the phone signal anyway being on airplane mode and wifi. 

Anyone use a tablet or non active phone in this way?

If the phone will connect to your wi-fi at home (and it should) then it will work fine on the ship, and you don't have to worry about any unwanted roaming charges.
